I do not know the make, model, or specific function of these panels, but they came in a lot among several other ARRI and Manfrotto studio photography and lighting items so my assumption is that they are made by one of these manufacturers as well and that their function is also related to photography or lighting.
This panel appears to be in excellent condition.
