This is a center finder for internal bores on a lathe. a short rod connects to one side and a long rod on the other. This pieces holds them and allows it to pivot, the long rod accentuates the "out of round" in the bore. You run your tailstock up to the end of the long rod and adjust until the pointer doesn't move.
